Does my vehicle have to be inspected in NC before I can switch the title to my sis in florida?

Trying to get it switched to her. Otherwise she may have to drive from florida up here for an inspection, and her truck is a POS that wont p. she hasnt the money to fix everything thats wrong. can we switch without the BS inspection?
