Can a neutered cat fall in love with its female owner?

I share a house. It isn't really my cat; it's the owner's. However, I spend a lot of time with him (Sammy). He is neutered, but he has lately started getting an somehow and my pillows. It is really bizarre. And he cries and sounds like a human baby if I don't let him in my room. What is up???
