What company offered a $25 million (or billion?) reward for finding a solution to the ozone depletion problem?

I remember hearing something on TV about 2 or 3 months ago about 2 companies jointly offering a $25 million (or billion, I forget which one) reward for finding a solution to the ozone depletion problem. I just can't seem to find out what companies were offering it. If anyone could help me I would really appreciate it. Thanks!
