Smoked BBQ baby back ribs?

So I got a new verticle propane smoker for xmas. I attempted babyback ribs today I think maybe temp was too low, right around 200? Smoked for 3 hrs, then wrapped in foil 2 hrs , than about another hour in smoke. I took them out and they were tough. So I put them back in for 1 more hour and raised temp to about 125 or so. they were a littlle better but still not as tender as I've maid in the past smoking in my gas grill. Any body know what could have went wrong? Should I put them back on for a while? Thanks.
